A Keystone Opportunity Expansion Zone (KOEZ) has been approved by the Pennsylvania Department of Community and Economic Development, and includes properties under development by the Vartan Group, Inc. in Midtown Harrisburg.
The Harrisburg Regional Chamber & CREDC spearheaded the project and worked in conjunction with Dauphin County, Steelton Borough, Steelton Highspire School District, the City of Harrisburg, the Harrisburg School District, GreenWorks Development, LLC, Vartan Group, Inc., and Arcelor Mittal.
The zone benefits begin on January 1, 2010 and expire December 31, 2019. A total of 146 approved parcels are located in the City of Harrisburg. 6 parcels have been approved in Steelton that comprise the Arcelor Mittal Rail Mill.
The KOEZ provides tax abatement of State and Local Taxes for 10 years. Payment in Lieu of Tax (PILOT) agreements were negotiated so the County, Municipalities and School Districts will not lose any current property taxes being paid. The buildings within the zone are required to be in a distressed area.
